During a meeting with former communist rebels in 2018, Duterte said that he would give soldiers the go signal to shoot female communist rebels in the vagina. Women’s rights groups like Gabriela criticized the president for condoning rape. Malacañang countered by enumerating Duterte’s pro-feminist initiatives, which he began while he was mayor of Davao City.
