Biliran Governor Rogelio Espina welcomed the turnover of a mobile command and control vehicle (MoCCoV) from the Department of Science and Technology (DOST), describing it as a major boost to the province’s disaster preparedness and emergency response capabilities.
The PHP18 million mobile incident command center is expected to enhance coordination, communication, and decision-making during emergencies, particularly when disasters disrupt conventional communication systems.
Espina said in an interview Thursday that the specialized vehicle will enable authorities to maintain seamless communication and coordinate rescue and relief operations during typhoons, flooding, and other calamities, as well as provide command support during major public events.
“We were surprised because it is no small thing to receive a vehicle that can be used during calamities, strong typhoons, and even major events to ensure that communication, instructions, and services are synchronized. This will help prevent unforeseen problems that may arise during approaching typhoons or rescue operations,” Espina said.
He assured the DOST that the provincial government would maximize the use of the MoCCoV and provide regular feedback to further improve the technology.
“We will make full use of this vehicle. I told Secretary Renato Solidum that we will report to them on how it has been utilized so we can recommend any additional equipment or system upgrades that may be needed. We will provide feedback so it can be modified or improved to help even more communities,” he added.
Biliran was among the local government units that received the MoCCoV from the DOST. The municipality of Catarman in Northern Samar also received a similar unit during the ceremonial turnover on Wednesday.
During the event, DOST Secretary Renato Solidum Jr. said communication systems are often among the first to fail during major disasters, making it difficult for responders to coordinate rescue and relief operations.
He explained that the MoCCoV serves as a mobile incident command center that enables authorities to monitor disaster situations, coordinate emergency operations, and maintain communication even in areas where conventional infrastructure has been damaged.
Aside from disaster response, the vehicle can also be deployed during large public gatherings to strengthen security monitoring and incident coordination.
Some MoCCoV units are equipped with additional emergency response tools, including drones, portable rescue boats, and medical triage systems that allow responders to provide immediate assistance to affected communities, Solidum said.
Biliran remains one of the country’s disaster-prone provinces, frequently facing strong typhoons, flooding, rain-induced landslides, and storm surges. Its mountainous terrain and numerous coastal communities make reliable communication and rapid coordination critical during emergencies.
Developed by the DOST, the MoCCoV is a fully equipped mobile incident command center designed to strengthen disaster response and public safety management. It features satellite communications, surveillance equipment, GPS tracking, and an onboard weather monitoring station integrated with the DOST’s hazard preparedness platform, enabling authorities to make faster, data-driven decisions during emergencies.
