The Consumer Lending Association of the Philippines (CLAP) hosted Decoding Deceit 2026: Building a Trusted Digital Credit Community, bringing together leaders from government and financial technology sectors, including financing and lending companies and digital banks, to confront the country’s growing financial fraud and cybercrime crisis. The symposium highlighted the need to transition from a defensive to an offensive approach in combating fraud as cases of financial scams continue to rise along with digital transaction volumes. It was organized by Tala Philippines and Advance.AI in cooperation with Maya Philippines Inc. and with special thanks to Fuse Financing Inc. and Gatmaytan Yap Patacsil Gutierrez & Protacio (C&G Law).

Regulators from the Securities and Exchange Commission (SEC) and Bangko Sentral ng Pilipinas (BSP) underscored that fraud has evolved into a national economic threat, pushing vulnerable Filipinos out of the formal financial system. To address this widening “trust deficit,” stakeholders highlighted the need for stronger enforcement of the Anti-Financial Account Scamming Act, a seamless digital public infrastructure focused on an integrated digital identity system, and accelerated efforts to establish a National Anti-Scam Hub with coordination among regulators.

Heeding the call for strengthened collaboration between regulatory bodies and industry players, Tala Philippines actively advocated for debt with dignity by pushing for accreditation of debt collection agencies and championing education of consumers’ rights, responsibilities and remedies against both financial fraud and unfair collection practices. “We need to find the right tools and strategies, whether it’s technological innovation, operational change or targeted regulation, to create friction for fraudsters and destroy their scam networks,” said Tala Philippines External Affairs Director and CLAP President, Arianne Ferrer. “Our work here is about building a robust defense for Filipino consumers who have lost trust in the financial system.”
