A digital billboard displayed around EDSA Boni in Mandaluyong city made a tribute to the death of BFAR quick response diver Henry Kelly Villarao who rescued stranded individuals in Tuguegarao city during the massive flood brought about by Typhoon Ulysses last November 13. Villarao is a strong swimmer, trained in scuba operations, and well-equipped for the job yet during the incident, their motorboat collided with an electric post and electrocuted him, which caused his death. He left his 5-month-old son and his wife.
