The city government of Borongan in Eastern Samar opened on Friday “Balay Paglaum” (house of hope), the first facility in the province meant to assist Children in Conflict with the Law (CICL).

CICL refers to minors who are alleged to, accused of, or adjudged to, have committed an offense under Philippine laws. The government looks at them not as offenders but as individuals who need special protection and assistance.

City Social Welfare and Development Officer Verina Amoyo said establishing the facility in Sohutan village is part of the city government’s ongoing efforts to render support to children in crisis.

“This is a child-caring institution that will provide short-term residential care for children 15 to 18 years old in conflict with the law, waiting for the court decision on their cases, or transfer to other agencies or jurisdictions,” she said in a statement.

The facility will provide services that will address CICL health, nutrition, psychological, educational, and legal needs.

It will also provide purpose sessions for parents, focused intervention for children involved in drug addiction, and a multidisciplinary team overseeing the said activities. (PNA)
