According to the Department of Tourism, Culture and Arts of Manila, the design of the new underpass is the idea of Architect Juanito Malaga, John Fallorina, Sean Ortiz, and Leon Tuazon from the University of Santo Tomas. The mural, on the other hand, is drawn by Marianne Rios, Jano Gonzales and Ianna Engano. Meanwhile, the signages in the underpass are made by Raven Angel Rivota from the Far Eastern University, Edrian Garcia and John Leyson.

The renovation of the Manila City Hall underpass is part of Moreno’s project “Bagong Maynila Program” and the output was applauded by netizens for a successfully giving the old and washed out Lagusnilad a fresh and vibrant look. The results also stay true to the beauty and culture of not just the capital city, but the Philippines as well.

Additionally, there is a design in the underpass dedicated to the frontliners who are continuously dedicating their lives to protect the Filipino citizens from the COVID-19 pandemic.
