The Department of Education (DepEd) on Tuesday partnered with the Brotherhood of Christian Businessmen and Professionals (BCBP) for Public-Private Partnership (PPP) projects to advance transparency and accountability.

This is in line with the directives of President Ferdinand R. Marcos Jr. to expedite deliveries of school infrastructure for learners nationwide.

The two parties signed the memorandum of understanding (MOU), wherein the BCBP will act as an independent third-party observer for the DepEd’s Public-Private Partnership for Schools Infrastructure Project (PSIP).

In a statement, DepEd Secretary Sonny Angara said the initiative will strengthen the PPP implementation as the government addresses the perennial problem of classroom shortage.

“Transparency and accountability are essential in ensuring that every program we implement delivers meaningful results for our learners,” he said.

“This partnership strengthens our commitment to good governance and reinforces public confidence in our education initiatives.”

Under the MOU, the BCBP will provide an external perspective on key phases of project implementation, as it remains independent and advisory in nature.

These include development, pre-procurement, procurement, and monitoring, consistent with existing laws, policies, and confidentiality safeguards.

Observations and recommendations will be provided by the BCBP to support continuous improvement, identify potential risks, and promote stronger governance practices.

The organization, however, will not participate in procurement decisions, bid evaluations, or contract awards to maintain strict impartiality. (PNA)
