The city government of Malaybalay in Bukidnon has introduced a meritocracy-based reward system aimed at improving public service and recognizing employees’ exemplary performance.

Mayor Warren Pabillaran announced the adoption of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (Prime-HRM) during a program on Monday, emphasizing the importance of integrity and commitment to public service.

“We need to foster integrity in serving the public, and we do it even when no one is watching us,” Pabillaran said, highlighting that the system encourages government employees to perform at their best, with merit and accountability at the core.

The Prime-HRM system is rooted in a Civil Service Commission (CSC) initiative, which coincides with the agency’s month-long celebration of its 124th founding anniversary.

Maria Cristina Gorgonia Saligumba, CSC-Bukidnon Director, explained that Prime-HRM aims to enhance the quality of government employees by ensuring that those hired possess the necessary skills and capacities for their roles.

The program fosters a culture of excellence and continuous improvement in human resource management within the public sector.

The meritocracy program is part of Malaybalay’s broader efforts to elevate public service standards and ensure that citizens receive efficient and ethical service from government employees. (PNA)
