The Department of the Interior and Local Government (DILG) in Pangasinan conducted the second Retooled Community Support Program (RCSP) Serbisyo Caravan in the province here on Wednesday.

DILG Pangasinan Provincial Director Gerald Gallardo, in an interview, said the recipients of this one-stop-shop government services are residents of Barangays Alac, Baligayan, Cabalaoan, Cabangaran, Gonzalo, Labuan, Mantacdang and Nangapugan, which are considered geographically isolated and disadvantaged areas.

The event was held at the local government’s event center located beside the municipal hall.

“These target barangays were identified by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). These are the barangays where recruitment activities and sightings of communist terrorist groups were reported before. These were cleared by the Philippine Army and subsequently turned over to the DILG,” he said.

Gallardo explained that the barangays underwent the Retooled Community Support Program.

“We identified the needs of the community based on their proposals for funding by the national government,” he added.

The common requests from the eight barangays are solar street lights, farm-to-market roads, potable water systems and construction of school buildings.

Gallardo said the agency’s accommodation of requests from the local government units (LGUs) is continuous.

“In DILG, we just facilitate the submission and it is up to the concerned national government agency to provide funding support. We provide the technical assistance and guidance to the LGU in coming up with the proposal and in submitting the documentary requirements. Once implemented, we do the monitoring,” he said.

Meanwhile, for the RCSP Serbisyo Caravan, the next target venue this year is Balungao. The first one was held in Dasol town.

He said the presence of different government agencies in one area saves time and resources.

Among the most sought-after services are those of the Social Security System, Philippine Health Insurance Corp.’s YAKAP program and Philippine Statistics Authority. (PNA)
