Reforms initiated in the Department of Human Settlements and Urban Development (DHSUD), particularly on the implementation of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, are now yielding positive results that changed lives and offered fresh hopes to the beneficiaries.

Thus, said DHSUD Secretary Jose Ramon Aliling as he cited recent milestones achieved during the sustained nationwide implementation of the flagship Expanded 4PH Program as ordered by the President to bring dignified living conditions to Filipino families.

“Positive reforms have yielded positive results that changed lives and brought fresh hopes to our beneficiaries as envisioned by President Marcos Jr.,” Aliling said in a news release Sunday.

He cited the continuous awarding of housing assistance and turnover of units as part of the sustained nationwide rollout of the Expanded 4PH.

“Ang positibong pagarangkada ng Expanded 4PH ay bunga ng sama-sama at pagtutulungan ng lahat ng kawani ng DHSUD, kasama ang ating mga attached agencies alinsunod sa direktiba ni Pangulong Marcos Jr. (The positive rollout of Expanded 4PH is the result of the collective and collaborative efforts of all DHSUD staff, including our attached agencies, in accordance with the directive of President Marcos Jr.)” he said.

In January, the DHSUD has sustained its strong 2025 performance with stronger opening of 2026–awarding certificates of entitlements to beneficiaries of decades-old Presidential Proclamations in Palawan; distribution of certificates of entitlement (COEs) under the revived and enhanced community mortgage program (ECMP); the launching of rental housing projects in the cities of Quezon, Iloilo and Victorias; and the turnover of house and lot packages in Mamburao, Occidental Mindoro.

Meanwhile, all socialized housing projects, both horizontal or subdivision-type and vertical/condominium-type, were placed under the Pag-IBIG Fund Expanded 4PH Program that offers the lowest 3 percent subsidized home loans to cater primarily to the middle- and working class.

In compliance with the President’s directive to ensure a wider range of beneficiaries under 4PH, Aliling recalibrated the flagship program to include horizontal development, rental and incremental housing, ECMP, Presidential Proclamations and urban housing.

Latest beneficiaries under ECMP and Presidential Proclamations in Iloilo City cited the life-changing impact of receiving their respective COEs from the Marcos Jr. administration.

Joven Apollo Turga, who represented the 213 families in Jaro District, Iloilo City that received COEs under Presidential Proclamation No. 1538, was emotional as he cited the 27 long years of waiting by his group to secure legal land tenure and peace of mind.

Alice Rose Segumalian, leader of the Mirasol Ville Homeowners Association Inc., was almost in tears while thanking the administration on behalf of the 367 families awarded with certificates of land allocation after years of waiting.

The beneficiaries thanked Marcos for addressing their long-standing concerns.

“These life-changing stories inspire DHSUD and our attached agencies to do more and better to offer a more dignified life to our beneficiaries as directed by President Marcos Jr.,” Aliling said.

“Ang mga ganitong istorya ay nagbibigay ng positibong pananaw sa buhay at bagong pag-asa sa ating mga kababayan (Stories like these give a positive outlook on life and new hope to our countrymen),” he added.

In compliance with Marcos’ directive, the DHSUD implemented its 8-Point Agenda which centered on integrity, transparency, and accountability in delivering public service — stressing zero tolerance for corruption.

The 4PH was transformed into a people-centric flagship program of the President – widening its coverage of beneficiaries from the middle and working class down to those in the informal sectors, including informal settler families.

These positive reforms resulted in the growing private sector trust and confidence in the DHSUD and its various housing initiatives, as evidenced by the participation of reputable developers and quadruple A-rated contractors in the Expanded 4PH. (PNA)
