The Baguio City finance committee has submitted a PHP4.14-billion Local Expenditure Program for 2027, which will undergo scrutiny by the city council.

The proposed PHP4,143,610,299 budget is 13 percent or about PHP492 million, higher than the PHP3.65-billion budget for 2026.

City Budget Officer Leticia Clemente said economic services will receive the largest share at 39.25 percent, followed by general public services at 35.34 percent and social services at 20.24 percent. Other services account for 5.16 percent.

The General Services Office, which handles the city’s garbage management, will receive the largest allocation among departments, followed by the Health Services Office, Engineering Office, Social Welfare and Development Office, Environment and Parks Management Office, Mayor’s Office, Sangguniang Panlungsod, Treasury Office, Buildings and Architecture Office, and Veterinary and Agriculture Office.

Locally generated revenues are projected to account for 50.33 percent of total resources, while external sources will provide the remaining 49.67 percent. Local revenues include taxes, permits and fees, parking fees, traffic violation fees, Botanical Garden entrance fees, and real property taxes.

External revenues include the city’s share from the national tax allotment, economic zone operations in Loakan Road and Camp John Hay, and its share from the Philippine Charity Sweepstakes Office.

The city is also eyeing potential future revenues from the redevelopment of the Maharlika Livelihood Center and the city-owned Asin Hydroelectric Power Plant. (PNA)
