Around 200 representatives from 60 pilot government agencies have completed the Program to Institutionalize Meritocracy and Excellence in Environmental, Social, and Governance (PRIME-ESG) Foundations Course conducted by the Civil Service Commission (CSC).

In a news release on Wednesday, the CSC noted that the rollout forms part of the Philippine Civil Service Modernization Project (PCSMP), an initiative of the Philippine government supported by the World Bank through Official Development Assistance.

The PRIME-ESG framework focuses on transforming public sector management through three main dimensions. On the environmental front, the initiative emphasizes resource efficiency, sustainable public procurement, paperless administrative systems, disaster risk management, and reducing the overall ecological footprint of government operations.

The social dimension prioritizes human capital development, employee health and well-being, equal employment opportunity (EEO) principles, diversity, equity, inclusion, and community-centered public service delivery.

The governance pillar emphasizes institutional integrity, ethical leadership, public transparency, merit-based career progression, digital modernization, and the implementation of robust internal controls.

CSC Chairperson Marilyn Yap emphasized that PRIME-ESG encourages government institutions to look beyond compliance and ensure that their systems are effective, sustainable, fair, and accountable, and ultimately contribute to better government and greater public value.

Representing national government agencies, state universities and colleges, government-owned and controlled corporations, and local government units, the participants gained a common understanding of the PRIME-ESG framework and the principles and operational requirements that will guide its implementation in their respective organizations.

The pilot agencies will continue their learning journey through Operations Manual 02–Governance Level Operations on Aug. 25 to 26. (PNA)
