The Department of Human Settlements and Urban Development (DHSUD) on Thursday said that providing more time to concerned private developers to comply with their balanced housing requirements will sustain the production of socialized housing under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

In a memorandum dated Jan. 28, DHSUD reiterated the suspension of ancillary administrative sanctions such as cease-and-desist orders and the suspension or cancellation of licenses to sell arising from non-compliance with balanced housing requirements on deferment, set until March 31, 2026 — consistent with previous directives. This was the second extension of the compliance period.

Housing Secretary Jose Ramon Aliling said the move supports the President’s directive to accelerate housing delivery without compromising regulatory standards.

Under the memorandum signed by Supervising Senior Undersecretary Sharon Faith Paquiz, the Orders of Imposition of Administrative Sanction (OIAS) shall not be entered into the DHSUD clearance system until the end of the extended period.

Under the system, concerned developers with pending compliance/s cannot apply for a certificate of registration and license to sell (CR-LS) for new projects.

The order also reiterated that concerned developers are allowed to apply and secure CR-LS for new socialized housing projects pending their full compliances covering previous projects.

This ensures that the construction of socialized housing projects can continue without disruption, supporting continuous production and delivery, while giving developers sufficient time to comply with issued OlAS.

“More CR/LS means more housing units produced. This extension is meant to ensure the continuous implementation of socialized housing projects while providing developers with enough time to comply with our policies,” Paquiz said as quoted in a news release.

The memorandum also highlighted remedies available for concerned developers to settle their compliance/s including payment of applicable fines, the prescribed periods for filing motions for reconsideration or appeals, and other available ways under existing laws, rules, and regulations.

In compliance with the directive of President Marcos, the DHSUD has been exploring ways to further expedite the nationwide implementation of the Expanded 4PH.

Recently, Aliling hosted an inter-agency meeting for the establishment of “express lanes” for licenses and permits covering socialized housing projects. (PNA)
