All regular employees of the city government here will soon receive their performance-based bonus (PBB) after the Department of the Interior and Local Government (DILG) released the notice of eligibility to the local government unit (LGU) for the cash incentive.

Mayor Noel E. Rosal, in an interview on Sunday, said he has requested the Sangguniang Panlungsod (SP) to enact an appropriation ordinance that would officially provide the budget and guidelines for the PBB release.

He confirmed that he received the notice of eligibility from DILG Secretary Eduardo Año last week which stated that the LGU of Legazpi may now proceed with the next step for the PBB release as provided for in DILG-Department of Budget and Management (DBM) joint circular No. 4 dated Sept. 21, 2020.

“Part of the criteria of PBB is the Seal of Good Local Governance (SGLG) wherein Legazpi has also been a recipient for four consecutive years from 2016 until 2019 for its infrastructure development including economic dynamism and government efficiency,” Rosal said.

The SGLG award is the highest recognition given by the DILG to an LGU for having shown good governance and effective delivery of social services, as well as for practicing transparency, accountability, and responsiveness in management.

PBB is an incentive given to government employees on their performance, and the cash incentive is an across-the-board bonus of PHP5,000, being released in two tranches, at the middle and end of the year.

In an earlier interview, Rosal said Legazpi had been chosen as a recipient of the PBB for four consecutive years since 2017 based on its effective delivery of social services as well as the proper implementation of the city’s programs and projects, administrative policies and risk reduction management practices.

He said the city is also 100 percent compliant with the DILG’s full disclosure policy program to increase the awareness of the people regarding public funds and the allocated amount for development projects.

“Legazpi is also practicing the online payment and online assessment and the proper procedures of issuing business permits and real property tax collections as part of the implementation of the Republic Act 11032 or the Ease of Doing Business and Efficient Delivery of Government Services which aims to streamline the current systems and procedures of government services with integrity, transparency, accountability, and proper management of public affairs and public property,” Rosal said.

The mayor said he is very grateful to the city government employees as they have upgraded the level of competence for delivering social services which contributed so much to the development and progress of the city. (PNA)
